Fondation pour la réhabilitation et le dévelopement
The FOUNDATION FOR THE REHABILITATION AND DEVELOPMENT also known as FRED, in its concern to improve the quality of life for the population of Petit-Goâve has submitted to the Mayor a draft of a five-year plan for revitalization and development of the town of Petit-Goâve and his surrounding districts. The City Council, in its correspondence dated 24 December 2007, gave its full support to this project and recommended it to any institution wishing to make a contribution to its realization. The city Council endorsed the draft and delegates to the FRED the delicate and important mission to actively pursue activities aimed at its implementation.
Therefore FRED has presented a five-year development Plan which outlines projects to be carried out during a 5 year period from 2008 to 2013. These two years correspond first of all to the 345th anniversary of the city and secondly to the 350th anniversary of Petit-Goâve (in 2013). FRED thinks these anniversaries represent opportunities to unite all people from Petit-Goâve and also from other area around this ambitious project that promote economics growth and poverty reduction.
This project will take into account the development needs of resident of Petit-Goâve; it will also lead the city on the path of sustainable Development. Our goal is to transform Petit-Goâve into the fastest growing city in the Caribbean and as main attraction for Tourism and ecotourism
A "Green Project"
All these objectives previously defined leads to five (5) large-sized projects that are:
A. Commemorate with dignity and honor the 350th anniversary of the town of Petit-Goâve
B. Plan the future development of the city with an urban Plan accepted by all
C. Make Petit-Goâve youth flourishes through cultural and sports centers.
D. Encourage Human capital development by improving the quality of citizens committed to the development of his district.
E. Ensure the protection of biodiversity, and sustainable development, by promoting economic activities that will not compromise the ability of future generations to meet their own needs, these objectives are based on three major interventions:
1. Develop clean industries that will match the future growing demand while ensuring the protection of ecosystems, habitats and all species.
2. The establishment of a National Park as the only way to combat and curb the desertification that threatens the mountainous outskirts of the southern area of town of Petit Goâve and avoid frequent flooding.
3. Promotion and use in all stages of project implementation of clean, renewable energy, respectful of biodiversity

Assemble people around historical and touristic attractions of the city of Petit-Goâve, by exploiting the cultural and environmental capital we will lead the city to the path of sustainable. Indeed, from July 2008 to June 2013 the Foundation for rehabilitation and development will conduct programs that targets all sectors, these activities will take the 350th anniversary commemoration as a starting point for a new beginning.
These activities will help the resident of Petit-Goâve rediscover the sense of unity and develop their creativity and knowledge. They will foster a competitive business environment, which may favor the emergence of an economic framework conducive to investment

The purpose of urban planning is to coordinate the development and creation of cities, within the framework of life for present and future inhabitants, as well as the necessary balance between population and facilities (public spaces, green spaces, networks drinking water, sanitation, public lighting, electricity, gas, communications networks
The town of Petit Goâve will offer a new image in 2013. Enormous sacrifices will be takend by the resident of Petit-Goâve, they will have to change their mentality, their behavior and attitudes to facilitate a coordinated development of the city. They must make tough decisions and repudiate their self-centered interest in favor of the community. The facades of some houses must be improved in accordance with the urban laws already developed and to be updated for the occasion. Some structures that maintain a permanent insalubrity in the city must be moved.

Human security in its broadest sense embraces far more than the absence of violent conflict. It encompasses human rights, good governance, access to education and health care, and ensuring that each individual has opportunities and choices to fulfil his or her own potential Freedom.
We will help the local Government to strengthen the capacity of the police and the judiciary System in Petit-Goâve, in order to facilitate arrestation of suspected bandits and speed up procedures to achieve, within a reasonable time, to fair judicial decisions, reasoned and enforceable. Police in Petit-Goâve should be a Police of proximity.

We will encourage the Communal Administration of Petit-Goâve to create the communal ID card
This card will be availabe for each person residing (for at least one year) in the communal district of Petit-Goâve.
This card will allow to :
The specific mission of this offfice is to provide any investor all the information necessary and sufficient to realize his idea of project. Its primary objective is to achieve a reduction of transaction costs associated with investments while promoting great speed in execution of administrative procedures related to investment in Petit-Goâve. We will maintain transparant administrative processes that will reduce the length and the possibility for corruption within the governmental administration
The mobility of people and goods is an essential condition for economic development. In the case of metropolitan areas, the ability of individuals to move to places of employment is crucial. Transport infrastructure allows efficient firms to expand their pool of workers and consumers. Public transport is a efficient way of moving in terms of the number of passengers. In addition it is the effective way to avoid the inflationary impact of fuel cost in this perspective, therefore we envision to:
1.Construction of a New City Hall and Launch a Local Government institutional Reinforcement Program
2.Promote a new relation between the communal Administration and the resident of Petit-Goâve where citizens will be asked to voluntarily participate in commissions and committees. It is necessary to have such democratic process in the Communal administration, where citizen have their say in all part of the development of the city and can also participate actively in the discussions which will leave an imprint on the future of the city.
3.Create conditions to develop skills where local citizens committees can acquire basic knowledge of community organization in order to fight poverty and social exclusion.
4.Strengthening education by building a new Public Library.
5.Construction of social housing (HLM models in France) to accommodate families with low income or those displaced by urban development projects
Agricultural and industrial development should meet the future demand of tourism infrastructure. This agricultural development is planned to meet the food needs of the city and to locations in hotels and restaurants. There we will conduct these activitie:
a) Promote Agricultural Policy for a culture that respects the environment with the use of natural fertilizers and non-chemical
c) Program of irrigation and of our self-sufficiency plan for Petit-Goâve.
d) Production of natural fertilizer and fuel from organic waste plant of the city.
Young People from Petit-Goâve will be the custodian of all cultural heritages surrounding these activities. The cultural and artistic center will have an important role in facilitating the transmission of this knowledge through creative expression and cultural production, and required these specific activities:
1) Preparation of a plan of artistic and cultural development,
2) Strengthen the actual committee of Carnival by making it permanent and attached to the city.
3) Construction of an amphitheater
4) Artistic and cultural representation.
5) Financing of singing competitions, dance troupe, choir, carnival troupe,
6) Prepare a program of cultural activities covering the entire period of implementation of the project, offering artists a field of experimentation necessary to achieve the improvement and experimentation.

We will work actively to make the Government to declare the Southern mountainous outskirts of the town as the Faustin Soulouque National Park this will allow us to protect this specific area from desertification and which threatens town of Petit Goâve from frequent flooding.
The park should also encourage the implementation of sustainable development practices in the districts of the peripheral zone of the city of Petit-Goâve
We will work actively to implement a campus of 80 hectares in the town of Petit Goâve. The campus will host satellites faculties of the foreign and local Universities and local universities. We invite mostly foreign partner universities to install satellite faculty on this campus to increase the level of subjects already taught in the country and offer other field of studies.
Our motto through this project is to create added value for the Haitian university community, which by its primary mission of training and research, by his intellectual illumination and its cultural influence, will provide the youth scientific concepts and approaches that will enable them to generate a secure and strong path to the future. We must understand and accept that a strong university community open on the changes occurred in the scientific world, but well integrated into Haitian society is the only way to prepare Young Haitian to cope with global competition.

Petit Goâve (Haitian Creole: Tigwav) is a coastal town in Ouest Department, Haïti. It is located at around some 68 km south of Port-au-Prince. The town has a population of approximately 12,000 inhabitants.
The town is one of the oldest cities of the country, and was named Goâve by the Amerindians. The Spanish called it Aguava at the end of the 16th century. After French colonization through the releasing of the Spanish, the French divided the city into two halves; Grand-Goâve and Petit-Goâve. The latter became a wealthy settlement in the western half of Hispaniola and briefly became the "pre-capital" of the prosperous colony of Saint-Domingue.
The town has the administrative and financial autonomy. Each Commune of the Republic is administered by a Board of three (3) members elected by universal suffrage, called the City Council.
The Chairman of the Council bears the title of Mayor. He is assisted by Deputy Mayor.
The Municipal Council is assisted in his task of a Municipal Assembly formed including a representative of each of its districts.
The mandate of the City Council is four (4) years and its members are re-elected indefinitely.

Serenity Aqua Resorts, Inc. will be the first $300-$400 Million Project in Luxury Resorts in Haiti. The 5-Star Serenity Aqua Resorts is located on the southern Peninsula of Haiti within 4 miles of the historic city of Petit Goave, the first capital of Haiti during its colonial period in the 17th century. The city is also known as the final resting place of the Haitian Emperor, Faustin Soulouque, who was the 2nd Haitian and Black Emperor in the Western Hemisphere.
The project will include a five Star hotel with 500 rooms, 174 town-home condominiums, 100 condo hotels, 200 villas, and a commercial with shopping, entertainment, restaurants, an 18 holes golf course, a marina and a residential gated community.
Many tourists who have visited the Caribbean islands are now ready for a change of scenery and culture. Haiti offers a rich and unique mixture of culture, history, beaches, mountains and hundreds of forts and ruins for the history enthusiasts.
Serenity plans to reach clients around the world and especially in Europe, North America, the Arab community and the Haitian Diaspora. We will also focus on niche tourist such as golfers, tennis players, scuba divers, deep sea fishermen, boaters and nature lovers (ecotourism).
The New Petit-Goâve
Who would have thought that 50 years from now that Port-au-Prince would become as it is. In a near future the western area of the commune of Petit-Goâve will become an urban area, therefore we have to plan this future urban development.
We will take "New Kingston" as an example, The New Petit Goâve will become a business district and an upscale residential area, the "New Petit-Goâve" will become the fastest growing commercial centers in the Caribbean and the home to many different types of thriving business such as: restaurants, shopping centers, hotels and banks
We will use set of technical and policy instruments that are drafted in order to regulate the conditions for processing the land use. This plan will based on profound knowledge of socio-economic and geographic conditions, an effective planning have to meet the following condition and tasks
On 24 October, People of Petit-Goâve will stand together with the world and call for a fair global climate treaty. United by a common call to action, we'll make it clear: the world needs an international plan that meets the latest science and gets us back to safety.

L'Administration Communale de Petit-Goâve, représentée par le Maire Marc Roland JUSTAL, après avoir analysé le Plan quinquennal de redynamisation et de développement de la ville de Petit-Goâve et des sections communales environnantes aussi connu sur le nom de « Projet PG-350 », tient à vous annoncer qu elle apprécie les divers objectifs définis dans ce projet qui sans nul doute devrait aboutir à un développement économique durable de la commune de Petit-Goâve et lui permettre de commémorer avec dignité et honneur ses 350 ans dexistence en lannée 2013
L'Administration Communale de Petit-Goâve reconnait quil sagit dun ambitieux projet qui va demander des efforts considérables de la part des citoyens de la commune tant en Haïti que dans la diaspora mais encore de la part de tous ceux désireux de nous accompagner dans ce processus de développement planifié.
